They have a special program here in Indiana where if you have not had a ticket in two years and you pay your fine promptly they will not record the ticket as far as points and insurance companies are concerned. No classes needed. Just check the right box on your ticket and send money now.

They are basically saying that speeding is OK as long as it is not done excessively and you are willing fork over some cash for the privilege.

I see a conflict with the police and the insurance companies. The police are seeing the insurance companies cut into their revenues (increased insurance is more of a deterrent to speeding than the fines) so the police are cutting the insurance companies out of the loop.
