They reached a point where additional selling didn't move price down. This leaves the shorts sitting on dead money. Since someone had to absorb all that selling, the MMs are longer than they want to be. In order for the shorts to get out, they have to pay up to the MM because there is little public selling left to provide supply except at higher prices. It can be a temporary state, we've reached sold out states before only to be followed by more down. Sooner or later one will stick.
