I believe 'harbored' was written in the past tense. The intent of Congress, I think, was to permit all necessary force to pursue those complicit in the attack, and my hunch is that Iran's Hezbollah was.

Hussein may have been, but the dirtier hands were in Iran. What concerns me is the 180 degrees of difference that exists between the reports of non-evidence about Iraq, which existed up to a few months ago, and the sudden onslaught of fresh info that reverses the previous intelligence efforts.

When politicians are frustrated with an unsatisfactory outcome, they have been known to manufacture fresh bogeymen out of conveniently available tyrants. Thus I believe a fresh review of the evidence by Congress can be healthy and convincing.
