The Afghan conflict used a lot of munitions. The US has to replace it. Contract with Maersk are not unusual for the US DoD. As for amounts, 1.7 billion Kr. is equal to $225 million US. This contract amount is not unusual, especially in light of the fact that all that stuff got used up in Afghanistan:

Maersk Line, Limited, Norfolk, Va., is being awarded two $64,799,680 firm-fixed-price time charter contracts, with reimbursables, for two container vessels (the ex-Newark Bay and the ex-OOCL Innovations - both to be re-named) to carry ammunition in the U.S. government's prepositioning program, which entails the vessels being strategically located worldwide during the respective contract periods. Work will be performed in waters worldwide, and is expected to be completed by May 2006.
