A Dow Jones-CNBC survey of 21 primary dealers in Treasury securities found that all but one expected the Fed to leave rates steady this week.

(An item at 9:01 a.m. EDT (1301 GMT) incorrectly reported the number of primary dealers expecting a rate move Tuesday).

short covering doesn't make a market, but saw a decent amount of covering yesterday ....

..so convenient those downgrades of the semi's for them to cover into <G>

they know they can always short again higher ...lather rinse cycle and repeat ...and enough people can get sucked into the "hope"
