David, I don't want to go too far into second-guessing the way Clinton operates. He's probably a very effective and principle-driven man when it comes to getting things done himself. That would explain why he's a real workaholic and micromanager, a stark contrast to Bush.

Of course, all of this means squat when you look at what Clinton focused on the most: the polls. That's how Clinton was both a effective politician AND an ineffective leader at the same time. It also explains how Clinton can take credit for things he did not necessarily set in motion, such as the long bull market of the 90's, or the subsequent balancing of the budget.

By the way, notice how the Democrats are stumbling all over themselves trying to emulate the same strategy Clinton employed during his years? My favorite example is Al Gore. He tried to be everything to everyone during the 2000 campaign. He also tried to take credit for things that he clearly was not responsible for, like the Internet. All that probably cost him just enough votes to tip the electoral scales toward Bush.
