Bush balks at Congress spending

WACO, Texas, Aug 13, 2002 (United Press International via COMTEX) -- An angry
President George W. Bush charged Tuesday that Congress had larded his homeland
security emergency funding bill with pork barrel projects and he refused to
spend $5.1 billion that he said exceeded what he asked for. He was addressing an
economic forum at Baylor University in Waco, Texas.
