For conservatives and civil libertarians (e.g., Nat Hentoff) the events at the Branch Davidian compound at Waco, Texas, are iconographic symbols of government drunk with its own power and running amok.

So, it seems like an interesting coincidence that Bush would pick Waco as a place to say that Congress appropriated too much money.
