If you believe the grapevine and the scuttlebutt, we are not acting alone.

As for needing to ask Congress, the Clinton administration took the position that they did not need to ask Congress. Maybe their lawyers knew something I don't.

Not saying Bush doesn't need Congressional approval, just that once the action is rockin' and rollin', they'll want to sign on. It's an election year, and the anniversary of 9/11 is less than a month away.

C'mon, you know it's true, if Congress, and the American people are presented with a fait accompli, they'll sign off on it. It's the American Way.
