I don't think he "allowed" anything.....to the best of my knowledge, and unless you can show otherwise, Loral supplied the help on their own. They wound up paying the fine because of it. But they DID NOT SELL THEM ANY TECHNOLOGY and this is the falsehood the RW keeps repeating.....
