America are often victims of hustlers because, after having been recipients of freebie goodies from the state, they become easy-going (sorta' lax) and eager to be do-gooders to others in one way or another in order to make themselves feel good. (You know, it's the self-esteem thing.) So they tend to drop their guard and "co-operate" with the hustlers. Hustlers know this and exploit this weakness of their potential victims to the fullest extent. Far too many oldsters are duped into "co-operating" with the hustlers/fraudsters to achieve something good, noble or worthwhile for oldsters themselves and/or others.
