The City of San Diego Selects Billserv to Provide Electronic Bill Presentment And Payment Services

AW,

I believe that this market as every market is psychology driven. The buyers are afraid to buy and the sellers are in control. IMO this will change as people are put in jail and companies are forced to sign-off with fear of jail time.
