I see nothing wrong with that, the same thing would have happened with Clinton in office. If the Secret Service was informed a hijacked plane was heading for D.C., why in the world would Airforce 1 be allowed to go to Andrews. As far as the speech, I think he was a little overwhelmed with all the information coming in and had to coordinate with National Security Advisors and other members of the government. In such situations, I don't think anyone has time for a speech, other purposes are better served.
