I retired almost 6 years ago, so I'm totally obsolete now. ;-)
My best guess is that medium to large corporations are implementing company wide Intranets as the easiest, fastest and least expensive means of improving productivity:

1. Elimination of paper based internal processes. HR stuff, Purchasing stuff, ...
2. Single point of contact applications where any customer contact person has access to the information needed to respond directly to a customer's requirement
3. Automating business to business transactions.

The routers would be used to connect LANs, WANs and MANs and may just be concentrating traffic over existing facilities.

Just a guess. If important I could check with friends who're still working. ... or a query on the CSCO thread may produce a better answer.
