While my "tank" would be a valid reason, Iraq is not a major supplier of oil to us -- at least not one that we couldn't do without if we had to.

That explains why North Korea is also part of the "axis of evil."

The "gas tank" argument was used back in the Gulf War. It was a weak argument then, and it's an even weaker argument now, just like the arguments against taking out the Taliban.
