Which confirms my speculation. Also from the article:

"The PC maker next month will introduce n-Series corporate desktop and workstations that ship without Microsoft's Windows, or any other operating system, pre-installed.

...

N-series PCs will cost the same as PCs that ship with Windows, a Dell representative said."

So by simple logic it must not cost them less to ship without Windows.

Edit: I just went back and re-read the article, and realized the portion you quoted was discussing HP machines, not Dell. So it's irrelevant to the discussion we were having about Dell. Sorry I didn't notice that quicker.
