If one can believe the official ORCL line on this (and I tend to do so), ORCL cut back on consulting for 3 reasons. First, competing with consulting firms was losing them sales because the consulting firms had an incentive to recommend against ORCL software. Second, the margins were not good. And third, having a big consulting group acted as a disincentive for ORCL to improve their own products, since the harder they were to use, the more consulting money they got (in the short term).
