Leaders of non-democratic countries do have to worry about popular reaction.
True. They can afford to be a lot less sensitive than a democratic leader, though. They definitely have to keep the army happy.

But I think selling some hardship in return for a highly credible claim that by imposing such you are screwing the US would be an easy sell over there.
