I think you could make that same argument about India and Pakistan, and the Soviets had the capability for decades.

BTW, "a few" nukes probably wouldn't do much to the oil fields, which lie beneath huge areas of desert (ever been there? I have). You'd mostly just turn a few acres of the surface to glass.

Would you mind expanding on your thoughts here.....what would possess Saddam to nuke the oil fields and what do you think would be the result both physically and politically?
