But this the way the system works. Both parties engage in legislative piggy-backing. You know it, I know it, and GWB knows it. In an ideal world, there would be no piggy-backing.

This is simply a "power move" on the part of GWB to appear to be trying to rein in the budget while the federal deficit heads to $200 billion.
