I personally think it is pretty much a PR event. If you were doing some under the table activities and have not been caught by now, would you go ahead and admit it. The prison time does not change just because you come clean by some imaginary date. I don't know how it work in the USA, but in Canada if you are a member of a board of directors, you are personally liable for the salaries of employees if a company goes bankrupt. It definitely makes sure you are paying attention.
