It does not strike me as odd that someone with an extreme comprehension problem would be confused by an inability to understand simple trade offs. What kind of fiscal responsibility says if you want that dollar for national defense, you have to spend 4 additional dollars on thing having nothing to do with national defense. You have no choice. You must spend all, even fund the worms. Making the funding of worms co-equal in importance to national defense is obscene.
