Kastel: hardly a Bush initiative since it started in 1996. it still could be a Republican memebr of congress who initiated in 96 but lets quit the lemming like piling on of Bush. Furthermore I love how newspapers cover tariffs. They always tell the reason for the tariff even explaining a stupid nomer like "dumping" as selling below goods. They never quite seem to follow the story and question the aggrieved industry as to whether they are indeed selling at below cost. its crucially germaine.
