the country receiving most USA financial aid is the Ukraine.

I thought Egypt got "dollar for dollar" with Israel. I suspect that the money going to the Ukraine is tied up with getting rid of their A Bombs in a manner that keeps them out of terrorist's hands. More "National Defense" than "Foreign Aid."

The guys who helped the allies throw the Japanese imperialists out of Vietnam by 1945 hoped to finally have an independent country.

Hmmm... Independent yes... Democratic no....

And if there is little to no democracy, then that Independence movement is merely a transition from external to internal tyranny. They obtained independence in geographical terms only, but certainly not in demographic terms.

As for changing regimes, it's FAR EASIER to reform a Dictator, than it is to reform a Totalitarian system where the political caste of party members support one another, pillaging the nation for their own benefit. As their communist ideology is diluted in the midst of the ongoing capitalist "transfusion", it's going to be interesting to see how political reform transpires there.
