Some of the fiscal conservative crowd in the House was starting to get on him about his lack of fiscal restraint, and never yet using the Veto pin.

He still hasn't (this, technically, isn't a veto).

Nor is the disputed amount much in the major scheme of things... what with the mind-numbingly large projected deficits, the trillions in tax cuts in the top brackets, the near trillion in increased defense expenditures (with, notable among that, accelerated deployment of Star Wars projects with concomittant cutbacks in testing and oversight of testing... a veritable recipe for a pork bonanza), the increased farm subsidies, the proposed energy industry subsidies (another 'feed the fat' series of programs), the steel, lumber, textile tariffs raising consumer costs in other ways....

In fact, it's practically a rounding error (especially since the Prez actually supports most of the spending items within that $5 Billion appropriation :) but with an election fast approaching, it gives the troups a little political protection (though phony) from the charge of "Big Spender".
