Like when a big shot decides to start a war without sufficient justification?

If you are referring to Iraq, the justificaiton for starting that process is overwhelming and when Bush seeks Congressional authorization the case will be made.

One which few of the country's traditional allies support?

So you propose that the national interests of a sovereign nation should be subject to a veto by "traditional allies"???
