It does not sound like any "ratio", it talks about NEGATIVE results! The "ratio" is a too simple detail to find out with the fingers of two hands (add the toes for complexity), this researcher (I heard in the radio the fine was only $76,000, how much it will be for sammy) "uncovered" the "negative results" from a database spreadsheet or something like that (xoma could have used those computers for the meningo data! No, they needed the platano corporation models). But, despite not buying your explanation, I do not have any (you do not want me to guess), maybe Blueishgreen has one.
