To prove 2 things.
1. While the United States hates Saddam, the U.S. is not against the Iraqi people.

2. The suffering of the Iraqi people is not the result of Sanctions, but Saddam's internal policy.

In the hopes that Saddam will eventually allow the plight of his people to improve, we have patiently continued to do business with him. We are giving him all the money he needs, to provide for the health and welfare of his people. All he has to do, is buy the food and medicines. Smart huh? I think President Clinton thought that one up.
