Not really. There's the Foreign Sovereign Immunities Act, that immunizes governments from civil liabilities for acts involved in the exercise fo their sovereign powers.

The Act is a lot more complicated than that, but I assume it will be one of the defenses some of the government-affiliated royals may assert. They will also assert the obvious fact that the banks and financiers surely had no knowledge that OBL was going to attack the WTC.

As much as I deplore the Saudi financing of OBL and AQ, I'd rather be on the defense side of the table on the dispute.
