Hi John - it was the Burger Court until 1986, but Nixon put Rehnquist on the bench in 1972. Back then I could have told you my opinion as to how each justice would have voted, but I can't anymore.

At any rate, the Boland Amendment prohibited the US from supplying aid to the Contras, who wanted to overthrow the Sandinistas. Hope you agree with me that foreign policy is within the purview of the President, not Congress.
