No an M-16 was only a "weapon of mass destruction" when the Clinton administration was trying to ban an ill defined group of semi-automatic weapons that it called "assualt weapons".

Ted, I find it funny that Saddam Insane is allowed to develop his nightmarish weapons, yet I can't be trusted to take my 1.5" pocket knife onto a plane.
