JW: curious how your read of the consequences of the early 80's tax cuts. fed rates were cut by 25% across board but SS rates went up (not sure how much). Net FED receipts went from 500B in 83ish to 1tril in 90ish, but 2/3rds of that increased revs was from SS receipts. Basically the tax cuts financed job creation and SS receipts, which would have been great if the SS receipts were put away for the future and spending was checked at less than double digit growth.
