"Under terms of his departure agreement, Mr. Grubman gets to keep a $15 million bonus he received when he signed a four-year contract in 1998, according to people close to Citigroup. That contract stated that Mr. Grubman would have to repay the bonus if he was forced to leave the company as part of any regulatory matter. Citigroup also agreed to pay Mr. Grubman $4 million, along with $1.2 million to compensate him for legal fees and $12 million in restricted stock and options."

Any thoughts why he was permitted to keep the bonus money when in fact that violates the contract?
