Interesting history lesson. I think most politicians are very aware of what tax rate levels do to revenues, but the tax code is the greatest social engineering tool they have in their arsenal.

JW: finally someone with some rationale without the political baggage. been trying to reconcile in my mind the on one hand moral insidiousnous & depravation inherent in higher-taxes against the results of the 80's fed rate cuts and ss rate increases. I sensed all along that BUSH SR was more conservative in spending and set the table for Schlong Willie. What is nagging at me now is the absolutely immoral nature of ss rates on the lower wage worker. If I were a politician I would propose a large cut in SS Rates. What say you.
