That's the point. If they didn't have such an arsenal and where not working on one, no
response would be needed. If they did have a large arsenal of WMD then there isn't much reason to act now, the advantage of acting to prevent the WMD
threat before it emerges is already gone. But since they don't have WMD or have few relatively low power WMD AND are working on them acting now or
soon can save a lot of lives.


That's an awful lot of speculation.
