I'd guess and this is only a guess, but any attack on Iraq would take out their response instantly.

If the US is not willing to do whatever it takes to fight and win a war in Iraq, then we had best not get into it at all. The worst outcomes would be our defeat or an ignominious retreat after years of fighting and tens or hundreds of thousands of casualties. That would encourage the very people we wish to discourage.

Or, if you can't take the heat, get out of the kitchen.

All things considered, it looks unlikely at this point that we will go into Iraq. It begins to appear that even our old and trusted allies Britain and Canada may not back us in this. And if that's the case, we probably shouldn't get into it.
