I think both ideas (vouchers and giving back teachers some authority to deal with "the crap") are good and would probably support any plan for either that I thought was well designed.

Too many teachers are incompetent, most of the rest are mediocre. Alot of the school system is set up to eliminate individual judgment in order to assure the maintenance of standards.......
