Well, since there have to be new motherboards to handle these chips because of the speeds I suspect HPQ just can't pop them in and ship. They likely want to have a few working systems around to validate, find a model number, figure out the configuration etc. Up till recently they probably weren't too sure they could even get these 2400 and 2600+ chips so I suspect they don't have a box ready and waiting.
With AMD is not when, it's IF?
They also probably commited high end space to P4s already as well.
