John, the title of Scowcroft's op-ed was "Don't Attack Saddam". This is not Kissinger's position! Kissinger thinks we should attack Saddam; we should just be prepared to do a proper job of it on all fronts, diplomatic as well as military.

Seems to me that what he is saying is that pre-emption is a bold and probably necessary strategy but that thus far Bush has made a less than thorough and articulate case for it.
