It takes bucks and a safe haven, Steven. The first thing to do is to make sure there are no more easy safe havens.

The amount of money involved is not really that large, certainly not so large as to require the support of a Government. A few wealthy individuals - and because so much oil is located in Muslim-controlled areas there is no shortage of these - are quite capable of providing all the necessary financial support.

Western democracies, with their respect for civil liberties, efficient and private banking systems, and easy cross-border movement make better safe havens for terrorists than any "axis of evil" nation could.

As I've said before, I think the most important part by far of the war on terror will be the effort to track down and destroy the terrorist financing and logistic networks and to remove the key individuals operating in the West. This will destroy Al Qaeda's ability to strike at us; once that is done he can stew in a cave for all eternity.

This is a task that will involve detective and intelligence work, not military force. It is also a task to be accomplished quietly. I can only hope that it is being accomplished well.
