Well, not exactly.
I think women in those places would often not have children if they had a CHOICE. It is often because they have no choice, that the families are so destitute. And of course all creatures want to reproduce- the question is really after you have reproduced, do you want to make the best life you can for your offspring? If those families could choose a better life for their children, than the one they have, you think they would make the choice that their child should stay in fetid conditions to keep them company? I suppose some might- but I hope most would not.
