Click the taskbar and don't let go then drag it back to the bottom. Then right click the taskbar and click Lock the Taskbar to prevent it from happening again.

Left click and hold on an unused portion of the taskbar, and drag it to where you want it to be....on the bottom of the screen.

LOL - didn't you have this problem with an IE bar before? It must be a cat playing. <g>
