Yes, interest rate refinancing risk is greater... but the money savings are also real, and if the nation doesn't run deficits (or, dare I say it, actually runs surpluses) than the interest rate risk is actuarially reduced.

None of this constitutes 'fraud', CYBER-Puffer.

Cash savings to the taxpayers can only be a good thing... assuming progress is made on reducing debt.
