Even a symbolic gesture here would greatly enhance the political image of the president abroad.

After some searching I found a report of US support (translation courtesy of Babelfish):

USA offers Germany rescue assistance (August 14, 2002)

US Ambassador Coats offered Federal Minister of the Interior Otto Schily on August 14, 2002 the assistance of US armed forces for the rescue and salvage efforts in the German disaster areas. Schily thanked for this generous gesture of the USA. The crisis teams of the federal states are informed immediately, so that they can request above all heavy equipment.

Now that I am posting the second time on the floods along Elbe and Danuvia I am also obliged to mention that some Asian regions are hit even worse than Europe:

In Germany there's a fierce discussion now whether the floods are man-made or not. We've had many "global warming"-related posts on FADG; I guess it's not appropriate to add more to that debate. A less controversial point should be that the restriction of river expansion zones by too close construction work is harmful.
