The old guard is supposed to retire and make room for the new bunch, and they don't want to do it.

That was my primary concern when the Chinese were holding our Navy flyers hostage on Hainan Island.

It was very embarrassing for the PLA, as well as a tremendous opportunity for the generals to make the party leadership uncomfortable. And I really wondered whether a coup could be the next step after all the rhetoric was flying back and forth.

There has to be a "quid pro quo" between the military and civilian party leaders. Reduce the business ties and corruption and the rivalry over domestic policy, in exchange for the civilians granting more money for modernization of the PLA.

I may be wrong, this is my interpretation.
