I thought the gist of the complaint was that we were failing to impose our values of democracy, liberty and equality on the third world?

True... Send them aid but dont presume to tell them how it should be spent.... and expecting some cooperation in the war on terrorism is definitely an imposition..

Wouldn't want to be called a neocon imperialist by Win...

Cultures are just large groups of people. If they are destitute and not getting anywhere, they need to change their ways. Just throwing money at them without getting them to change their behavior is a waste of time. I know, I tried it with my youngest son. :^)

So help has to come with conditions. If you resent the help too much, and won't change your ways, you should not get it.
