David, people forget why the U.N. (i.e. the whole world, not just America) imposed the sanctions and the no-fly zone in the first place. Kofi Annan said the right thing when he held that inspectors must be let back into Iraq without any conditions.

The criticism comes when America wants to unilaterally go beyond what the U.N. has mandated. Bush calls it a legitimate disagreement, and I agree, but many don't trust America, and some even go as far as to accuse America of old-style imperialism. Yeah, like I want Iraq as the 52nd state in the union (Canada being the 51st <VBG!!!>).
