Right click and drag the Control Panel to your desk top, Quick Launch tray or to wherever else you want the shortcut. Select create a shortcut.

Simple. I've been making shortcuts directly off the initial right click with send to. Dragging them to the desired location is too intuitive for me. :-)

BTW, when dragging the control panel icon to the desktop, I mistakenly used the left mouse button. This created the shortcut as well, but without the choice to cancel or create shortcut.
