Karen: The larger question is whether GWB is simply leveraging the threat of war with Iraq as a political device. In other words, does it serve his political purposes better to be on the brink of war than to actually commence Gulf War II? Yes. Keep the electorate in a state of war suspense and those in power aren't likely to get the boot. That's what GWB's handlers are telling him. The risk of re-electing GWB in '04 is that we would really see a swing to the hard right in the years '04 to '08.
