I figure that 40 acres and a mule were worth $500 at the time. At 6% interest for 150 years, the present value of the $500 is ~$3,000,000 (feel free to check my math). Given that the average slave probably has hundreds of decendants, the per-person payout would be between $5k and $10K. I guess that the people screaming for money are expecting much much more than that per-person.
